I think we should have a Second In Command. The SiC could be either a General, or Council member. Their identity will be known via the group description. This could help keep order within the HRs of VTL, while letting the LRs know who is in charge. There could be a vote for the SiC, or a skill test.

Ok, you plan this election and we will do it. You are going to need to find a way to modify the group Desc; Ranks; and a Command chain.
